Ehsan Mani, the newly nominated Pakistan Cricket Board (PCB) chairman by Prime Minister Imran Khan, has been ordered to follow PCB’s protocols in order to put forward his candidacy for the chairmanship. As a result, Mani has been nominated to the Board of Governors (BoG) at first.

Minutes after Najam Sethi’s resignation, Prime Minister Khan, the patron of the country’s cricket board, nominated Mani. But, the direct appointment was contrary to the PCB constitution framed in 2014. So Imran later took to Twitter to clarify that Mani’s appointment would take place according to the set procedure.

A BoG, which has a three-year term, comprises 10 members out of which two are appointed by the patron and the rest are divided equally between regions and service organizations (departments). The top four regions and service organizations in the latest edition of the Quaid-e-Azam trophy get seats in the BoG. However, the 11th member, an ex-officio, gets appointed by the Ministry of Inter Provincial Coordination. The final member attends and voices his/her opinion in the meeting without having the right to vote.

After the formation of the BoG, any of the 10 members have the right to put forward their candidacy for the post of the chairman. The voting council comprises the entire BoG and the member with the highest votes becomes the board chairman for the next three years. However, the chairman can even be elected in case of a vacancy in the BoG.

The Election Commissioner of the cricket board looks after issues related to the vacancies. He makes sure that the election process is fair but cannot take any long-term decisions.

The Election Commissioner has to assemble a special BoG for the election of a new chairman within four weeks of the chairman’s office becoming vacant. Within a week of the election date, the newly elected chairman assumes the office upon a date notified by the Election Commissioner. Upon the expiration of his term, a chairman can be elected again for another three-year term, only if his/her term has not extended beyond six years.

A person applying for PCB’s chairman post should be a native Pakistani and should at least have a Bachelor’s degree or an equivalent professional degree by any college or university recognised by Higher Education Commission (HEC) of Pakistan. In case of the degree acquired in any foreign country, it should be recognised by an HEC’s counterpart in that country.

According to section 7 of the PCB constitution which deals with the election of the chairman, these are some more details which restrict a person from holding the office of the chairman.

  1. Has been convicted for an offence involving moral turpitude and sentenced for such an offence with imprisonment of either description for a term exceeding two years for any offence under the National Accountability Bureau Ordinance, 1999(XVIII of 1999).

  2. Has been dismissed, on account of misconduct from the service of any Government, Statutory Corporation, Organization, Authority or a Body established or controlled by or under the authority of a federal or provincial government, or in which any such government has a controlling share or interest.

  3. Has been adjudged as insolvent by a competent court of law.

  4. Is incapable of discharging his functions for reasons of physical or mental incapacity.
