FIR recommended against Sardar Singh by DCW

The Delhi Commission for Women (DCW) on Wednesday recommended a first information report against Indian hockey team captain Sardar Singh in an alleged case of sexual assault. A British hockey player of Indian origin had accused Sardar of sexual harassment, reports of which surfaced in early January.

The commission also served Hockey India a notice over its failure to take action against Sardar Singh over the allegations. DCW chairperson Swati Maliwal also demanded an FIR against the Punjab police over its alleged failure to register an FIR against the Indian stalwart despite the woman alleging assault in January. According to The Hindu, Ms. Maliwal said, “The 21-year-old complained to us that she was physically assaulted by the hockey player and that there was an attempt to push her from the top floor of a five-star hotel in Delhi. She also alleged that she was raped by Mr. Singh. We have recommended registration of an FIR against him.”

“We demand that an FIR be registered against Punjab police under Section 166A of the IPC for failing to register an FIR,” she said. A notice has been sent to Hockey India President Narinder Batra, seeking an explanation regarding the allegations and the action taken by the association in the matter.

The chairperson also asked the national body about the policy they follow for handling complaints of sexual harassment and assault by team members and whether an “internal complaints committee” for handling cases of sexual harassment as per the sexual harassment at workplace Act has been constituted. The DCW also sought information regarding the policy followed by Hockey India regarding the benefits, travel facilities, hotel facilities, and accompaniment policy for wives and girlfriends of the Indian men’s hockey team.

The case against Sardar had surfaced in early January after a British hockey player of Indian origin accused him of “sexual harassment”. The woman claimed that she has been engaged to the Indian skipper for the past four years and alleged that Sardar "mentally, physically and emotionally tortured" her. The woman, who also alleged that Sardar forced her to abort her child in 2015 against her wishes and later refused to marry her, had filed a written complaint against him with the Ludhiana police. After the complaint, a Special Investigation Team (SIT) was formed to probe the charges, but the team gave a clean chit to the Indian hockey team captain eventually.
