CoA postpone state association election to September 28 citing feasibility

The Committee of Administrators (CoA) have postponed the state association elections from September 14 to September 28. The instruction also mentioned that no further extensions will be feasible since the notice of AGM for BCCI elections has to be issued 21 days prior to October 22.

Although the BCCI issued Rules of Procedure for the BCCI Elections well in advance and issued Advisory on State Association Elections beforehand, some of the associations were not ready for it. The Committee of Administrators received requests from state associations and electoral officer to extend the deadline for completion of state association elections and keeping everything in mind, the committee announced that the deadline for completion of elections of state associations has been extended from September 14 to September 28 while the date for BCCI Election remains unaltered and shall take place on October 22.

"The date for BCCI Election remains unaltered. The BCCI Elections shall take place on 22nd October 2019. The deadline for completion of elections of state associations is extended from 14th September 2019 to 28th September 2019. No further extensions will be feasible beyond 28th September 2019 since the notice of AGM for BCCI elections has to be issued 21 days prior to 22nd October which is 30th September 2019. The State Association are required to send the names of their representatives to the BCCI for the BCCI election on 28th September," the CoA announced in a press release.

Earlier, the Committee of Administrators were in touch with state associations so as to make them comply with the new constitution as far as the judgment dated August 9, 2018 for almost a year. The efforts to achieve compliance through mediation by the Ld. Amicus Curiae in terms of the order dated March 14, 2019 passed by the Supreme Court and have been in progress since April 2019.

However, various associations who have filed several Interlocutory Applications before the Supreme Court needed a solution and after extensive discussions and mediatory efforts, the Amicus submitted his report to the apex Court on May 9, 2019. Despite the efforts made by the Ld. Amicus, some of the state associations have on one pretext or the other not complied with the said judgment and the Committee of Administrators gave a final warning.

"All state associations who have not already (a) submitted their amended constitutions for approval to the Committee of Administrators; and/or (b) appointed electoral officer for conducting the elections; and/or (c) issued the notice for conduct of elections, are required to complete all of the aforesaid on or before 12th September 2019," the mail read.

"The Committee of Administrators will neither take cognizance of any request for extension of time from state associations or their electoral officers who do not complete all of (a), (b) and (c), as provided above before the deadline of 12th September 2019 nor entertain any request to vet the constitution or amended version thereof submitted beyond the said deadline."
